They do mentioned on their website that for PayPal, Sepa and Wire transfers you will have to go through KYC verification so I guess KYC-less withdraw works only via ATM, if its available as I see no mention of that.
If I understand correctly this is only VIRTUAL master cards (not physical plastic cards), and you can't use them on ATM as far as I know. unless they invent some virtual ATM's 
When I said transaction fees I meant to say fees that are paid for online purchases, for purchasing goods are services.
We need more explanation and asnwering some questions from CriptoDebit.
