You are right not all online russian gambling site have licensed and there may not be too much effect in their industry it seems that even if many countries sanctioned them it seems that they are not holding back against Ukraine which means it doesn't affect them much about those sanctions and what more about this collective boycott.

Yes, the Russian government will not be affected but small businesses or industries will be affected and if these sanctions continue, many more domestic industries will likely suffer.
The people also continue to suffer because, with this collective boycott or even the sanction, the supply of basic needs can be reduced and cause chaos in the country.
But if the Russian government can help by providing supplies to its people, maybe the people will not suffer because they can still survive.
We don't know how long this sanction will last and we don't know when the war will stop.
