Well, it could be that it is not a preparation to lift the champions league next season. It could be a ploy to have different teams that will lift all the trophies in England as Jurgen Klopp is about doing this season.

I'm sure Mancity wants to win the UCL so they're extravagant in spending, even if this doesn't cost the team the same thing as PSG, they do the UCL hunt for the trophy, no matter how expensive a player they buy.
Pep Guardiola already knows their tactics will definitely design their new strategy next season with some new players, but by adding the squad I think his mentality is getting stronger.
For the EPL Mancity can master it every season but for the UCL it's very difficult.

Manchester city is so hungry for the UEFA Champions League that I think they will leave no stone unturned to get that title.
I think they are going to design the whole team just for the one title because that is something they have to prove so badly.
I also agree that they might go for bigger transfers this season and bring in some new faces.
