Perhaps, that's why your facebook account is not getting gambling ads so it looks clean from those ads. That is one way to minimize the ads that we do not want. But it looks like facebook is also applying its filter to those ads.

Yes, it is so. They save money at research. It is possible, when they have not enough money at the start. In such way they get some gamblers from other casinos - it helps to get some money as fast as possible after start of the project.
It could be that their money is limited because it will be used for various other things so they use those methods.
