Yes there is no guarantee of success with signature campaign. Signature campaign any other advertisement wont be a successful marketing strategy if there is no attractive offer in the casino. As a product, there should be selling points that make people who read/see the advertisement can be attracted to come and play. There were some casinos with signature campaign in the past but they failed to survive because the lack of attractive offers in the casino. All in all, advertisement should be followed by attractive offers in order to be a marketing strategy.

It's hard to disagree that big bonuses and giveaways attract a lot of players.
However, from what I've noticed, many signature campaigns close very quickly, even after 2-3 weeks. I think that all those that are closed so quickly do not realize that the costs of the signature campaign will only pay off after some time. Everyone thinks the effect will be immediate, but it is not. Recognition that can be gained thanks to a signature campaign is built over months, not 2-3 weeks. Unfortunately, not everyone is financially prepared for such a long campaign.

This is quite common, it is known that the most difficult expense for businesses to deal with are the recurrent ones, a big purchase can be a hindrance but as long as you can prepare for it you can absorb the cost.

However a recurrent expense like a signature campaign can be difficult to justify if the casino does not see immediate results, however as you state for a new casino it is difficult to gain enough recognition with a short campaign, so they need to be willing to absorb the short term costs of the campaign until they finally begin to see the results they want after some weeks or months have passed.
