This kind of comparison does not seem logical at all. A meme coin can never take the place of BTC. Currently Elon Musk is the top businessman in the world who constantly finding new business. There is no reference where he is the owner of Doge coin. Trader and investors just assumed that he may be the owner. So in this situation we can not claim it. If he tries, he can take its position much higher. He can also create utility tokens from Meme tokens. However, it is not clear whether there are any such thoughts at the moment.

Assuming Elon is the father of doge, he can't bring doge to replace bitcoin. He's a billionaire but that doesn't mean he's powerful enough to do anything, should keep in mind that even a government that doesn't like bitcoin can't do anything with bitcoin let alone Elon. What a lame comparison, doge is a meme and it doesn't have any utility or application, while bitcoin is the father of crypto industry and all coins today are due to copy and edit from bitcoins that are generated.
