That's what they have to do because the competition will be tougher next season. Milan, Inter, Napoli and Juventus will be fighting for the title and they look set to continue improving their squad with some new signings. If Roma don't do it, then I'm sure Mourinho and his players will find it very difficult to break into the top four next season.

Jose Mourinho's coming there helped the team a lot about being more successful. They won the Europa Conference League. It must be time they were more successful in the Serie A as well. If they bring the right players to strengthen their squad they can fight for top 4 very seriously.

So far I don't know which player Mourinho is really looking for next season. He is an ambitious and unpredictable coach and if Roma really believe in his abilities then I think he should be given the freedom to choose who is a good player to include on his roster next season.
