As it is, any fool can see that Russia can destroy anything they want any time they want in any part of Ukraine. Clearly civilian infrastructure is not a target, and it's even pretty clear that, for now, the Russians are being surprisingly careful to try to avoid unnecessary collateral damage.

Mariupol - destroyed about 60 % of buildings (and they will be demolished by occupation administration)



Severodonetsk - destroyed around 90 % of buildings
Volnovakha - destroyed around 85 % of buildings
Rubizne - destroyed around 80 % of buldings
Popasna - destoyed around 80 % of bulidings.

They try to hit factory in Kyiv the third time (and they missed it again).
First one - 15th of March
Second one - 28th of April
Third time - 25th of June
Two times (28th of April and 25th of June) they hit civilian buildings.
So what they can do is to destroy civilian infrastructure, that's all.
