Look at the Iron Law of Energy Consumption. Government or not, they will end up burning more and more energy and the climate skeptics will win in the end because India+China will emit 80% of the carbon in a few years. Energy is liberating, if you have a lot of energy it becomes cheap.

cheap enough energy will make the people lives better, because everything you do, electricity leverages your work exponentially.
