I think he was talking about those bad projects only. After every bear, there are always bad projects that dies and unfortunately most of them are too strong to hold on while all good projects are still complete. Why will they die when many people continue to show their support on them? They may lose some of their value during a bear market but that was normal because that was bear market all about.

It happens in order for the investors to buy the coins at a discounted price. Having a doubt is a sign that one should not continue on what they are planning to do because usually only the bad thing can only happen to them. There are still popular coins out there which can give them a confidence.
