Keep in mind that the OP has been banned prior to this. Felix unbanned him maybe out of consideration that he's an active player before. When they found out he's just going to claim rains and use that to gamble, they decided to ban him again (and probably for good). To be honest, I'm not sure if that reason is enough for what they did because his case is quite peculiar compared to regular players.

Maybe abusing the rains are the main reason why he ban for good since for continuous doing that, maybe gandom representatives didn't find any relevance on the chance they give to him that's why he get banned again for good.

Maybe they avoid further more abuse so I think this is fair decision if he really didn't deposit any amount and play after the first ban lifted.
