Stake doesn't have a strict VPN policy but it is possible they can ask for KYC verification in the future.
BTW, even if you use VPN, you have to enter personal details(Name, birth date..) to be able to deposit crypto.

Not true, they don't ban users for using VPNs. If their algo finds the user signs in from a restricted area, the support will block the account or put "withdrawal mode" on till the user agrees to pass KYC level 2.

I'm sure that there are many VPN users that have been banned, but just because someone that uses a VPN was banned doesn't mean that the reason they were banned was for using a VPN. There's always another reason other than simply using a VPN.
