Because the all-time high ATH still has to be said in 2021 which means only in the last year even though Bitcoin is still possible to create even higher ATH in another year or the following year. But I have to say that last year was the best year for Bitcoin prices at an all-time high.

This means the movement of bitcoin in four or five years from 2017 to 2021, the process starts before or after the ATH achievement, but we can't say for sure exactly when bitcoin will get the next ATH hit, because last year was a high price for bitcoin, the phase and bitcoin journey has reached that cycle, so it really depends on how the market will react going forward
