I think there will be no problem registering something on the offshore, in any country. In my country a lot of companies registered on Cyprus. The main problem, that a lot of countries will not allow you to run a gambling business, this is where you need to ask your lawyers and read the law.
And also, important question is "Are OP want to run his offshore-registered business on his country residents or not?"
If yes, in 80 % of countries it will be impossible (gambling business)
