Gambling is still considered illegal in many countries. But many citizens of that country are gambling. No government can control it. In this case, the government of many countries have restrict those gambling sites, but users are still gambling using VPN. If someone enjoys gambling then no one can stop him. And if one thinks that he will not gamble, that too depends on himself. In this case whatever a gambler himself thinks best will be effective.

I think other than having an adequate time, a core gambler also have a good knowledge, skills and a good amount of capital. In short they are more superior than a common gambler. Playing gambling only for the sake of being entertained is not wrong and it's also not money consuming so feel free to include this in your monthly budget but if ever my country banned gambling then obviously I will follow the rules because I am not one of those who are desperate and will do risky things only to get the things that they wanted. I don't think online casinos are accessible because our ISPs will also banned it. Maybe some can use a VPN but it's still risky.

I will also follow your opinion, though I sometimes enjoy betting with some of my favorite sports but if that being declared not to be legal anymore I will follow that rules, I understand that there are someone who really into this kind of vices and they will try harder just to continue gambling even the government prohibit any participation from anyone residing from their jurisdictions.

Some may use VPN, which adds another risk aside from the gambling itself. You don't know when the gambling site will declare it illegal and they will freeze the account.

Well, this is like what I always say, a government can't put its hands in people's pockets, it's very unfair and there comes a time when people don't stop either, just as they're doing, people won't follow' There are government orders, except when it comes to money, fun, I'm sure that since gambling there is illegal, if government entities enter those places to play those are the things that cannot be conceived, it is not that it be an act of irreverence against the rules, but you can't abuse power either, I say that these things are abuse of power, then they can manage an entire town some time later, making them enforce mandatory KYC to have total control.
