You cannot directly tell which is more important, coz both of that kind of market are essential to Bitcoin.
Newbies and weak hands might think the bearish season is an indication of a Bitcoin fall, which eventually did not happen even after the worst bear in 2018 that brough Bitcoin back to $3k level.
This market needs to consolidate especially if it just hit a new ATH. People can't continue to buy Bitcoin at an expensive price, coz traders and whales are also reaping their good profit.
So, let me just put it this way. Bear market is important for the people to accumulate more Btc, and bull market is important for Btc growth and global adoption.

Bear market is important not only for those new investors but even for those old investors who want to buy back again when there is good price to buy. For bullish market, after a long term hodling, then it’s time to sell and find good returns. That is if you know the right timing to sell, otherwise you will end up selling at a loss. Over all, bear and bull market create the crypto market movement, and where bullish market ends, bear market begins.
