Usually, new coins are not listed on big exchanges at the start. Some projects may have funds to list their coin on exchanges like Binance or start an IEO on Binance, but most projects are short of funds at the start and therefore they list on small exchanges where the fee is less.
We cannot conclude that all the projects on small exchanges are scam, some may be scam but other may be good ones too.

I agree with you on this, can't rush to conclude that projects listed on small exchanges are scams, maybe their projects have not met the criteria of large exchanges or listing fees are too high. Not all potential projects will be listed on major exchanges in the first place, maybe it will be traded on smaller exchanges, even DEX some time to grow. But it is true that these tokens will be riskier than those listed on top exchanges, they are all called low cap tokens, so do your research and take the risk when investing.
