I can't remember what's been done in the past when a member has died, and it seems like a neutral might not be enough to alert someone that the account shouldn't be active--but it also seems unwarranted, even if the text in the feedback is just a death notice.

I assume it should be neutral tags. Negative tags give a bad impression, seems like someone did bad things.

I guess only Theymos and Cyrus can do it. But I am not sure whether it is necessary or not.
In my opinion, the most important thing is to give "A custom title: In memoriam" to his account profile. It was the same as on TECSHARE account.
