Anything related outside of the terms and conditions can't be determined unilaterally unless the team has to explain the details of the problem for the purpose of publicizing the reasons why the team should take that decision but like you said if it's not open to unilateral action it will add to a bad record, so I think if the problem If it can be fixed then the team can take advantage of minimizing the problem to increase trust in users.
Whatever the reason they've got we don't know how they decide it, but like both of you said if it's in their terms and conditions they are still in the right track though if not, there's always a reflection to thier reputations, only them who can speak on thier behalf though we all knew that reputation is very important as new and old gamblers will take it as basis when choosing a platform to use.
