Nope, the monthly stats for local boards' activity will beg to disagree with your statement. You can even check it out for yourself and see the recent month's activity of Pilipinas Boards is currently in 7th place on the most posts made, and 5th place on the most active members. There is only one merit source for Pilipinas Board however he is now inactive starting when an issue rose that involve him and other members of the forums.
