Lol, citizen arrest is somehow risky, besides I would not advise that move since she can endanger herself in doing that. It is best to let the authority do the arrest and just provice a solid evidence regarding the illegal activity.

True, it will cost the girl more problems because she initiates conflict against the illegal gambling operators which can put her life at risk. But I do not think the action will make the girl the bad guy.

The problem is authorities can't detain kids that are involved in gambling. Instead of catching kids, the authority should capture the operator first because the operator is the root of the problem. These entrapment is a good idea but the way you wanted it to proceeds is impossible to happen.
