Well, if they keep on ignoring your request, then they cant blame you if you will fight with them. And with that, you should gather valid information about that certain casino and if you find other red flags other than letting minors to gamble, report them immediately to the authorities. Licensed casinos have certain rules and regulations to follow, once they go against it, it might be that the existing business license may be closed anytime.

And if they do not have a license and they are allowing this then that is yet another reason to denounce them, however if that is the case and the casino is still operating then there is a high chance they have the police and even some politicians on their payroll, so the chances the casino owners will change their ways or get their casino closed are low.

And if that is the case then there is not much to do except to try to talk to the kid about why something like this is terrible for him and his development.
