This is correct.
Tail emission ensures that the base reward is no less than 0.3 AEON per minute = 1.2 AEON per block (our block time is 4 min).
The base reward declines smoothly to this level, not zero.

BTW sorry for my inactivity these days -- my day job environment changed quite a bit and it's difficult to allocate time for AEON, for now.
But this doesn't mean my interest has shifted elsewhere. If any severe issue arises, I'll try to respond as best as I can.
