First and foremost, discipline starts at home. So it is the responsibility of a father to teach his child and discipline him in things that he shouldn’t be doing. If the child still goes into gambling, then that could be the time that he will reach out to the gambling operators to banned his child from playing. If the operators ignored, then he should report it to the authorities with evidences that this certain site is functioning against the rules of gambling. Maybe that way, the casino site will be alarmed. But if it’s an online site, then he should send and email to the gambling boards and report the site. Then let’s see if there will be an action done.

I agree it is good to discipline the kid first.  Nothing beats a good talk and a good advice and discipline from parents.  But somehow, it is also better to remove the cause of the problem.  That way the kid won't be exposed to gambling when the gambling vicinity is closed and the operator's license revoked.  This way children won't be tempted to do gambling activities and the possibility of gambling addiction is avoided.

In a region where the law enforcement agencies are not doing their job or probably be lacking behind because of the high rate of corruption, underage gambling in physical casinos may not be checked in this situation.
.since it's all about the money, the casino operator is after the revenue and he does not pay attention to such abuse or simply looks away from it and takes the money and then offers the game.

How to solve this is another bigger problem in it's own.


There is no harm in trying.  Probably local officials are corrupt but you can always bring the issue to a national level where you contact and report the incident to higher authority.  If that fails, then that really is the problem on its own.
