Maybe it's just about the funds they have to spend on licenses so they prefer quarterly instead of yearly, I don't really understand it myself but it could be that there is a price difference in the duration of the license they have to buy so short duration is the choice, to adjust the budget

Not practical to get 3 months only since they still renew that after 3 months pass so I guess much ideal to take 1 year license to avoid any hassle regarding on this matter. But we don't know what's the real intention about that since maybe they have their own reason why they acquired that. But I think what matter most important if they still relevant casino since if they have delays or bad accusation against them well maybe this is not good to see.
