Even casinos that have a license can go scam and run away with peoples money. A license helps for the credibility of a casino but it is not a guarantee that will always pay out your winnings. I think i agree with you, even before giving a casino an operational license, that casino is supposed to be investigated by the licensing body or authority to ascertain how legitimate they are before issuing a license to them.
