Imho, what Charles-Tim did in his
Request for Nigeria local board looks pretty good to me so you can take a look at it for an inspiration. You can also add few more charts and keep updating the thread on the regular basis, to show that you are keeping with activity in the longer term period.
I never thought I would see members who just received new local board (and we all supported that for some time) being against creating one more local board,
or nitpicking and finding flaws and mistakes in OP request topic, but I have seen worse things in this forum so I am not really surprised.
I have to admit that I was very unpleasantly surprised (and disappointed) but I guess you learn something new every day.
Also, i thought that theymos had abandoned on the idea of more local board creation but after this Nigerian local board was created recently, we will many new request being raised from different local threads to create a board of their own.
I don't think that he ever abandoned the idea of creating more local boards and I think it was more about being more selective when it comes to adding new boards, given how many end up being dead. With that being said, I don't expect too many requests because if you take a look at

So that statement was given by Cyrus in 2016, almost 6 years ago and the Pakistan board is very active now as compared to 2016 era. As it says, we should have 600 pages at least, so now we have 592 pages, lets see if we hear any good news once we reach the 600 Mark

Keep in mind that was post from 2016 so things may have changed since then and I wouldn't take that 600 page mark thing as something that will guarantee your own local board.
Just to be more clear, the Philippines board was created after their thread got 600 pages, how about Nigeria? Did their local thread also got 600+ pages ?
They thread reached 271 pages, so as I said, I wouldn't look too much into that 600 page mark. They were very active both in their thread and in their requests for local board, and on top of that they have a lot of active members. All those are things that were considered and are the reasons why they got local board first. They worked hard for it and it paid off and if you do the same I have no doubts that eventually you will get your own local board.
