You mean if a bookmaker keeps the winnings and only returns the deposit then it is OK. Would be a great business model, probably it is.
Betcoin has absolutely no proof that I placed arbitrage bets. Because there can be no proof. They claim it and the customer has to accept it!

Yeah, I understand no one may take screenshot of their bets so they can use it as proof in case if there is something wrong but without proof you can't blame them and have to accept what the casino says.

But I think if possible the casino should prove that user violated their terms so it will help the users to keep the trust via complete transparency and proving what the user claim is wrong.
