that's just speculation from Elon Musk and maybe that's just his hope for it to happen, but if you see and get to know Elon Musk further he is not an expert or analyst in the crypto world, of course what he says cannot be a reference or followed.
but to be honest personally I don't care anymore about what elon musk says about crypto because I realize that he is only looking for sensation and uses himself as an influencer to seek personal gain, what happened to DOge coin was one example.
