Having more merits than posts may happen (in those cases named by 1miau as "hit and run", meaning a low ranking user which gets a ton of merits for one post then he leaves the forum) but keeping such a ratio on the long run is almost impossible. Furthermore, if even in "normal conditions" this is something hard to achieve, for those which created their accounts before merit system was implemented -- for these ones it's almost impossible. And the statistics you presented also show how few users are those with more merits than posts.

I thought nullius would be on the list, as I remember he would consistently earn merits with nearly every post he made, but after checking his profile I guess I was mistaken.
I managed to find nullius on the graph:

He still has a merit vs. posts ratio bigger than 1, as he has 2582 merits and 2544 posts.
I have recently been congratulating a new user on the italian board for his astonishing Merit/Post ratio. This particular user is a well known expert user in the italian community, and already provided good content here on the forum, where hes new. So this ratio is quite expected.
