It is allowed to run a bounty for a project that plagiarized whitepaper/had fake team members or any of the other major red flags because scams on bitcointalk are not moderated here. Thing is, by doing that you are risking your reputation and getting tagged by other members.

I can't speak for other DT members, but unless Royse777 doesn't stop their bounty campaign, he can expect getting tagged by me.
