You are proposing the opposite, the removal of Hype. I fear that the result will be spam bots in other Russian sections, hence you'll do more bad than good.
If this section is closed, then the bots that live there will simply stop producing activity, they will not move around the entire locale, because the purpose of these bots is to promote a specific site in a specific topic, and not spam throughout the forum. If they had a goal to spam all over the forum, then they would do it and the zone created especially for them would not be a hindrance to them at all.
My offer would be different:
1. Ask theymos add a red warning on the topics there in Hype in the same way there's a warning in all topics of Investor Based Games.

2. After point 1 is implemented just ignore Hype.
