Sure, we might say it's too early to call them a scam, but I don't agree with that. This type of biz shouldn't be relying on just one person in the first place.
If it is a one-man business (I never found any written evidence for that though), then that would explain why questions posed to the live chat widget are completely abandoned.
Fortunately, if the money has been sent to the card, it is in the hands of the banking partner of CoinPayCard and so we can trust that spending them will be successful - some highly annoying mental bookkeeping just has to be done to track your spending.
