Anything that involves that abuse of power which violates the normal people welfare in the process. This can happened on government, company and any organization that has a hierarchy. Government is popular for power abused because people with positions have a huge scope that can be capitalized by people with personal interest but this kind of corruption is happening even in the lowest position of the government because people are greedy and always want more.

Relating corruption to only government officials might be misleading. When a teacher or lecturer collects money from his student and gives him/her an undeserved grade it score, that's corruption. Corruption is also when a bus driver increases transport fares because there are many passengers on the road. When citizens steal government property, it's also corruption. Corruption might be rampant in government-owned organizations, but it is also prevalent in society.
