I don't think there is any change in the rules as if there was any he might have mentioned it but considering his current schedule he is busy in some other works so changing rules to submit each week is not gonna happen according to me.The user is submitting fast which is not right so you all must abide the rules of this thread otherwise you won't get merits from him.
From the order of the posts you made, there are no changes to the rules from the OP and it's okay if there are users who break the rules, because they will be included in the ignore list and even then there are still many users who don't follow the rules set by the OP, like a small example in the next entry for How many round?
