Maybe OP should "temporarily" lock the thread for a week or two just to get users familiarize with the thread rules 
I don't think the OP needs to lock the thread, he or anyone else just needs to report it to moderator if it breaks the rules.There is a specific rule that states he can report one or some post from this thread to moderator if it breaks the rules, these are called local rules that everyone must obey.
Unfortunately, this is not a self-moderating thread and therefore the OP can't react to violations other than just reporting them.
