This, IMO, is leaning towards one of the point on your case instead of "in general". Perhaps you can show us a case other than yours so the statement "in general" will have a better ground?

As for your account, was flagged and they initially asked for a simple KYC, which you failed to successfully pass, which worsen their suspicion towards you and escalated the KYC to the advance level. This also already explained on the post I quoted from Betnomi above,
