As far as I understand what OP is conveying, I think he is referring to an offline class where individual from rural areas where there is no internet can learn things about Bitcoin. I do think that it is possible since there are offline source of information like pamphlets, books and even newspapers featuring Bitcoin. It just need a person who will volunteer to do researches.

But if we are talking about transaction, it always needs internet to be confirmed. Transaction might be possible for offline but confirmation will always need an internet.
