Please, can someone help explain this point about the 3 conditions of force closing inactive channels? I am lost at that point.

The last two points are Breez-specific.
I'm not using "Breez" so I can't add further info aside from it's all about how they manage their or their client's channels.
You're not using their service nor connected to their node so it couldn't be the cause.

The first point which is the fee when closing channel is applicable to any channel but it's not related to the issue.
