That sounds weird to me. As far as I know, if your wallet is encrypted with a password you won't be able to open it without the password.
It depends on how you add the password there is option if you want to encrypt the wallet file or not while adding or chaning wallet password.
So the OPs wallet file is password protected but not encrypted.
