I've changed my IP several times, but the message remains the same.

That appears so you can avoid what is called burst posting or that is the interval before you can log in again or post in the forum.

Because it can't be only a second before you can log in your account here in the forum. You have to wait for 6mins onwards, that's what it means.

I just recently came back here because my friend urge me to do so, that's why I am also not familiar with the new rules being imposed if there're new, but as far as I am concern, way back then this is already the case to remind members about burst posting like you've said. When I also came first on this forum this is also the restrictions I received and it is really helpful coz it'll let you monitor the time intervals of your posts even if you reach higher rank you are still reminded by this rule.
