This is weird. I've just accessed the link posted in the OP[1] and I keep seeing the "0,001 BTC" for commission-free cleansing sign:

What I think it happened, and by looking at your screenshot, is that you didn't used the address provided by MixTum[1] to make a free mixing and went ahead directly to their "standard" service which is where they claim they accept a minimum of 0.003 BTC to initiate a mixing process...
