I think it is also about personal disposition when it comes to addictions. Or perhaps also about existing circumstances that you are in in a specific moment. Gambling responsibly could also mean to not gamble at all if you know that you are in a psychological deadlock for personal reasons. It is much like alcohol usually isn't a solution when you have huge problems to solve. Gambling is similar to that as you would probably do it to compensate for something else if you find yourself in trouble and decide to go for out. If it is for pleasure only, gambling responsibly just refers to the relative amount that you are putting on the line compared to what you own and need for your life to continue as usual.
I agree, if you are not a fan of losing your money, it's always the best option not to gamble at all, else, budget your money if you like to use this venue for entertaining yourself, if luck permits then enjoy the winning profits.
