Typically it will be in states, as that's how the world is today, but affiliation is a choice in any case.

But going back to something practical... it seems that Gazprom has also recruited and sent mercenaries to fight in Bhakmut and... guess what... the Wagnerites are not allowing them to retreat when Ukraine shells the shit out of them.
