Well, you are probably right that they can go to any extent if their basic motive of creating the casino is to scam people and steal their money, and the opportunities for them to successfully scam their customers without them knowing are thousands, and even if there are none, they can easily create one from their side.

Modification of Terms of Services is a very subtle yet effective way for gambling platforms to lie and scam their customers. If they publicly announce a change, that is okay, but if they hide it from even their customers, that gives it up that the casino has never been legit.

The best thing for scam casinos is that no one really reads their terms of service, so they could change their terms of service and give an incredibly unfair treatment to their customers and maybe even state that they are never going to pay them and people are still going to accept those terms of service because they are not going to read them, and once they get scammed then they are going to complain about it and the casino can simply point out to their terms of service and claim that they accepted them.
