It is official that it was bribery that made Qatar win it, hell Fifa CEO ended up getting fired for accepting bribe, what else proof do we even need?
But, USA or Mexico or Canada do not need to spend this much, nobody should, they just need to maybe polish up a bit, like maybe 10-20 billion, but that is about it and nothing else is needed on top of that. And that is with all the added improvements, maybe not even that much if they do not want to do anything at all, they can just stay as it is and can still do it without a doubt.
