As far as I know, it would make zero difference which jurisdiction the website (or any website) is operating out of because the domain itself (which is .com in this case) can be seized by law enforcement agencies.
You do realise that most law enforcement agents are corrupt, don't you? 1xbet and 1xbit have enough resources to buy the services of many cops around the world which is why they aren't really a big threat to them.
They could go down completely if they make some crazy mistakes which would put them in the limelight for all the wrong reasons if you ask me.
Taking a site down has to go through a lot of processes and must as JollyGood mentioned if 1xbit has not been taken down yet is because it has not received enough attention yet for that to happen, and also this may be as a result of corruption e.g using the casino money to sponsor politicians or bribing them to keep their scheme running.
But btw the two, it will not continue for long and even if 1xbit has an insider in government and law enforcement agency it wouldn't last forever and at some point that connection will no longer save their ass and in the end there will be taken down no matter what.
