It's obvious if a casino has motives for unprofessional way like this like implementing a new rule that is widely used or doing by gamblers. One example of this is countries that they ban, all players on that country will be affected immedietly if the casino didn't announce their terms being change in advance. Though most legit casino won't do this since it's unethical. This is why it is important to choose what casino you are playing and make sure that the casino has the reputation that they are protecting for.

I believe casino loves to cater every country as much as possible but the country's restriction of gambling should prevail to avoid undesired legal consequences. Casino restrict a country for both the platform and players safety from the undesired legal actions. So I do not think a casino will just restrict a country because they wanted to cheat a player. If there is an amendments on the restriction of countries, it will be announced or published several days before the amendments take effect so that players will have an ample time to withdraw their funds.
