And they are doing it successfully. They bricked Haaland last season. Next season I think they will sell Haller. If Haaland and Haller were in Dortmund's attack this season, then Dortmund had the possibility to dominate the Bundesliga this season. But they don't do it. And they are not interested in winning titles.

Worse yet, Dortmund can still give permission by releasing its players to Bayern Munich, which is basically Bayern Munich is a rival in the Bundesliga. So, for me personally this is quite strange because yes, as a rival team, Dortmund should not let its players move to Bayern Munich.
