It is just a neutral tag, not red tag.

To tag someone is very easy if found to be a spammer, but it is not easy sometimes to remove the tag if the person is not very well noticed to becoming a good poster. If anyone noticed that he has changed, or you noticed that the tagged person posting is becoming to have quality, unlike before, they can report themselves to actmyname in a PM, or anyone else can help do the report. He can look into the account and check if it is true that the person is no longer spamming.

But I will say that prevention is better than cure, they should nit spam so they will not receive the spammer neutral tag.
